Public Consultation on the RIR Governance Document (ICP-2)

Together with the communities of the other Regional Internet Registries (RIRs), the LACNIC community participated in the global process for the review of ICP-2, also known as the RIR Governance Document.

The process was led by the NRO Number Council (NRO NC) and its goal was to update and clarify the criteria governing the recognition, operation, and potential derecognition of an RIR, while preserving the fundamental principles of the Regional Internet Registry system.

The review included two rounds of public consultation, both of which have now been concluded. This page gathers information about the process, the documents submitted for consultation, the contributions received from the LACNIC community, and the next steps.

 

This round took place from 14 April to 27 May 2025. Click here to download the first draft. A summary report of the first consultation, prepared by the NRO NC, is also available.

We invite the LACNIC community to review the summary report of the second public consultation.

Key Aspects of the Second Consultation Summary Report:

  • This report provides an overview of the feedback received from the RIR and ICANN communities during the second public consultation. This includes sessions held at RIR and ICANN events, webinars, and comments submitted via mailing lists.
  • The report does not include the NRO NC's opinions or responses to the comments submitted.

The NRO NC (ASO AC) completed the review and update of the ICP-2 document and submitted the recommended version of the RIR Governance Document, developed based on the feedback received during the 2025 public consultations. It also published a redline version for comparison to the second draft, and a rationale document that details the changes between version two and version three of the document.

These documents provide an overview of the current status of work being carried out to revise the second version of the draft RIR Governance Document. 

The goal of these documents is to provide transparency and to track drafting progress based on input already received. It does not open a new consultation or comment period.

Open session at LACNIC events

We invite the community to review  recording of the sessions held during our events:

 

All comments will be reviewed by the NRO NC and used to inform the final version of the document. If significant changes are required, an additional round of review may be initiated.

Once it is finalized, the ASO AC will submit the document to the NRO EC, which, together with ICANN, will determine the steps for its formal approval and adoption.
